  • Overview

    Responsible for planning, coordinating, and evaluating regional emergency/disaster exercises and drills.  This is a Grant Funded position.


    Role Specific Responsibilities

    • Assisting with the development and updating of the Regional Multiyear Training and Exercise Plan.
    • Develop exercise work products including: read ahead packets, meeting agendas, meeting minutes, meeting notes, briefings, Situation Manuals (SITMAN), Exercise Plans (EXPLAN), Controller/Evaluator Handbook, Exercise Evaluation Guides (EEG), multimedia presentations, Master Scenario Events List (MSEL), After Action Reports (AAR), and Improvement Plans (IP).
    • Conduct and lead conferences (Initial Planning Conference, Mid-Term Planning Conference, MSELs Conference, Final Planning Conference, and After-Action Conference) briefings, planning meetings, walk-throughs, and debriefs.
    • Schedule, plan, and execute planning conferences, exercise events, and planning workshops.
    • Maintain exercise tracking, application, and statistical information.
    • Assist in the development of exercise objectives and identify relevant Capabilities and Critical Task Lists.
    • Draft exercise scenarios, discussion questions, injects, and Simulation Cell plans to drive exercise play.
    • Perform duties as exercise facilitator, moderator, controller, Simulation Cell lead, or evaluator as needed or requested.
    • Provide necessary logistical and administrative support for all exercises, as needed or requested.
    • Support RHCC operations during planned and unplanned events.
    • Perform other duties that may be assigned.



    • Bachelor Degree preferred.

    Licenses and Certification

    • HSEEP (Homeland Security Exercise and Evaluation Program) certificate required.
    • Master Exercise Practitioner certification, or eligible for enrollment in program within 6 months of hire.
    • Illinois Professional Emergency Manager or other professional emergency management certification preferred.
    • Possess valid Illinois Driver’s license with a good driving record.

    Experience and Skills

    • Technical Experience: 10 years of relevant experience in Emergency Management or Workforce Education required if no bachelor degree
    • Experience in the development and execution of tabletop, functional and full-scale exercises.
    • Strong leadership and project management skills necessary to organize and lead planning conferences and coordinate activities.
    • Possess the knowledge and experience in facilitating seminars, workshops, and exercises.
    • Outstanding professional written and communication skills.
    • Ability to work with multiple tasks and projects.
    • Demonstrated experience in working with multiple customers in support of exercises or other analytical learning events.
